The Government Office announced on November 2, 2021 the acceptance of Permanent Deputy Prime Minister Pham Binh Minh's proposal of the Ministry of Culture, Sports and Tourism on the plan to welcome international tourists to Vietnam.
The Ministries of Culture, Sports and Tourism; Health; Public Security; National Defense; Foreign Affairs; Information and Communications, People's Committees of the provinces and cities of Da Nang, Kien Giang, Khanh Hoa, Quang Nam, Quang Ninh and relevant departments, based on the functions, tasks and authority assigned to them, will take the lead in the implementation by ensuring the safety and efficiency of the project.
Three-phase reception plan
According to the proposal of the Ministry of Culture, Sports and Tourism, will be realized in three phases:
The first phase (starting from November 2021): Hosting tourists in package tour programs, international charter and commercial flights in selected tourist areas and establishments in Phu Quoc (Kien Giang) City, Khanh Hoa, Quang Nam, Da Nang, Quang Ninh.
The second phase (from January 2022): Expand and connect the destinations by regular international charter and commercial flights. Customers will have the opportunity to participate in multi-destination combined travel programs after completing the visit to the first destination within seven days (Kien Giang, Nha Trang, Da Nang, Quang Nam, Quang Ninh) and to add other localities (with the conditions fulfilled and a proposal to host international tourists)
The third phase: To fully reopen the international tourist market. The exact date of the third phase will be based on the actual epidemic situation and on the evaluation of the results of the first two phases.
Foreigners, Vietnamese oversea
Tourists who are foreigners, overseas Vietnamese residents from the key and potential tourist markets for Vietnam, must meet the following conditions:
(1) Present valid proof of vaccination with a full dose of COVID-19 recognized by a competent authority in Vietnam, not applicable to children under 12 years of age accompanied by parents or guardians (at least 14 days after the second injection and not exceeding 12 months from the date of entry); or the COVID-19 cure certificate or equivalent documents, issued by a competent authority in the country of treatment and recognized by Vietnam. The time between discharge from the hospital and the date of entry into the country must not exceed 6 months.
(2) Have negative SARS-CoV-2 test results by RT-PCR/RT-LAMP within 72 hours prior to departure and certified by the competent authority of the country performing the test (from the time of collection).
(3) Have medical or travel insurance covering COVID-19 treatment worth at least $50,000.
(4) Participating in a travel agency package tour program.
International tourist reception consists of instructions for tourists, agencies and companies involved from travel program registration, visa issuance, pre-flight preparations, entry and exit procedures and visit to Vietnam.
